Florida to launch a program to help homeowners elevate their homes above flood levels The initiative, called Elevate Florida, is the state’s first statewide Residential Mitigation program administered by the Florida Division of Emergency Management. While full details about the plan have yet to be released, it involves offering grants and low-interest loans to help homeowners protect their homes from flood damage. What Does Elevate Florida Offer? - Elevation: Physically raising an existing structure to protect against flooding
- Mitigation Reconstruction: Construction of an improved, elevated building where an existing building has been partially or completely demolished or destroyed
- Acquisition: A local community purchases a structure from voluntary sellers and the structure is demolished
How to Prepare for an Application To help applicants get ready, FDEM recommends gathering key information, including: Photos of flood damage or high-water marks. Insurance claims, receipts or cost estimates for previous repairs. Documentation of aesthetic alterations (e.g., roof replacement, window/door updates). If you have any questions about the program, visit FloridaDisaster.org/dem/mitigation/residential-mitigation/, which will be updated as new information is released.

Public - Private Partnership for Valencia Square Development wins award The City of Daytona Beach and Framework Group, LLC, were awarded the Outstanding Private and Public Partnership Award from the Florida Planning and Zoning Association’s Surfcoast Chapter for collaborating on Valencia Square, a mixed-income multi-family housing development on Orange Avenue in the Midtown Community Redevelopment Area (CRA). This transformative project will bring 62 residential units, including 24 affordable units for low- and moderate-income families, to an area of critical need within the city. The development, set to begin construction in 2025, will provide much-needed housing opportunities, spur economic investment and redevelop an underutilized city-owned property. Once a storage yard and parking area for the city’s Public Works department, the 3.2-acre property was identified as an ideal location for redevelopment. In 2022, the city entered into an agreement with Framework Group, LLC, providing the property at no cost in exchange for the inclusion of 24 affordable units. Since then, significant progress has been made under the leadership of Ken Thomas, redevelopment director, Michele Toliver, Midtown project manager, and in collaboration with Framework Group and representatives from Cobb Cole law firm.
