Proposed changes have been drafted for the Master Plan Guidelines for Daytona Beach's annual biker events, and the city is asking for feedback from the public before the changes are presented to the City Commission for adoption. Here's a summary of the changes:
- New formatting for clarity
- Approval of Master Plan by City Manager
- Added Online Review Process
- Added new uses – Oil Changes, Tattooing, Indoor Itinerant Vending, Mobile Itinerant Vending and Parking on Residential Properties
- Modified TPAs to allow a maximum of 900 square feet; removed the requirement for TPAs to be located a maximum of 100 feet from the front door of the business; and allow the sale of products not normally sold as part of the principal use, regardless of whether such products are promotional items
- Fee Schedule – Proposed increasing application fees and itinerant vendor fees; added late fees for applications received after the submittal deadline and for additional reviews
- Based on the proposed changes to TPAs, the following amendment to the LDC will be required:
Modification to Article 5, Section 5.4.C.3 – Temporary Promotional Activities as follows:
(a) TPAs authorized during a Bike Event to any retail business permittee may include display or sale of products not normally sold as part of the principal use, regardless of whether such products are promotional items bearing the retail business’s logo.
(b) The maximum area of a TPA authorized during a Bike Event is 900 square feet.
(c) A TPA authorized during a Bike Event may be located anywhere within the property for which the BTR is issued.
(d) TPAs authorized during a Bike Event shall not count toward the 20-calendar day per year maximum otherwise provided in the LDC.
(e) TPAs may be issued during the seven days before and seven days after a Bike Event.
