Rental Property Program

The City of Daytona Beach recognizes the need for safe, decent, well-maintained residential rental property within the city. Outside violations are addressed through Code Compliance, which proactively identifies blighted, deteriorated and substandard housing and ensures the rehabilitation or elimination of such housing that does not meet minimum standards. These standards not only address life, health and safety issues but also deferred or inadequate maintenance.

Program Update

In 2024, the City Commission repealed and replaced the Residential License Program. The new ordinance now requires all residential rental property owners with fewer than five units to register annually. View the ordinance here.  

Inspections

Owners may request a voluntary interior and exterior inspection to establish that the rental property meets minimum code and safety standards. Once the inspection passes, the owner’s registration fees are waived for the following year. Rental inspection form here

The registration program is for long-term rental properties only, with a minimum rental of 6 months + 1 day. If you are interested in renting your property for less than 6 months plus 1 day, please contact the Business Tax Office at (386) 671-8140 to determine if your zoning allows short-term rentals.

Initial application fee: $40
Initial registration fee: $50 (per unit)
Annual registration fee: $75 (per unit)
