TIA Submittal, Review and Approval Process

Determine if a Traffic Impact Analysis (TIA) Study will be required for a proposed development or change of use Land Development Code: LDC Section 6.17 and the Volusia-Flagler Traffic Planning Organization (VFTPO) Traffic Impact Analysis Guidelines.

  • Please review the Applicant TIA Threshold Conditions. IF it is anticipated this Site Plan/Plat will not trip the thresholds for a TIA Study, a signed and sealed de minimus Traffic Statement will be included with the Site Plan/Plat submittal OR, in advance of the Site Plan/Plat submittal for evaluation, utilizing the de minimus Traffic Statement Guidelines.
  • IF it has been determined that the Traffic Statement, Methodology or Technical Memorandum (TM) submitted is stale, please resubmit utilizing the Update to an Expired Traffic Statement Guidelines.
  • IF this project is in connection with a Comprehensive Plan Amendment and/or a Planned Development Rezoning, the appropriate signed and sealed Traffic Statement will be included with the Comprehensive Plan Amendment and/or Planned Development Rezoning submittal.
  • All other projects are required to be submitted as a separate traffic application, electronically for each project through the iMS review system portal. Please see the iMS instruction video.
  • IF this project is related to a Master Parent Tract OR Proportionate Fair Share Agreement, submit a TM summarizing the prior TIA Study analysis for each new site to be developed. An Implementation Memorandum OR Proportionate Fair Share Agreement will be submitted once the TM is accepted. Follow submittal instructions for a TIA below.
  • IF a TIA review is required, begin the review process by completing and submitting the following via iMS:
  • Submitted copy of the Traffic Impact Analysis (TIA) Statement, Methodology or TM will be forwarded to Volusia County Traffic Engineering (VCTE) and/or Florida Department of Transportation (FDOT), if applicable, concurrently via email, inclusive of City Staff (via DaytonaTrafficReview@DaytonaBeach.gov). A City Traffic Engineering (CTE) consultant will be assigned to the project to review the applicant’s submission
  • Once the aforementioned is accepted, submit the TIA using the VFTPO Traffic Impact Analysis Guidelines or Implementation Memorandum via iMS as well as a concurrent submittal to VCTE, CTE Consultants, city staff and/or FDOT via email.
  • City-staff and/or CTE Consultant, County and/or FDOT will review the documents and provide comments as needed.
  • Applicant will resubmit the TIA or Implementation Memorandum addressing any city-staff and/or CTE Consultant, County and/or FDOT comments.
  • All comments must be resolved prior to scheduling public hearings.
  • All TIA processes and any subsequent payments must be paid prior to approval of site plans/final plats.
